Johnson County District Judge Kevin Moriarty denied a request from embattled Gardner City Council members John Shepherd and Mary Peters to halt the recall efforts of a local group.
"I believe all of the requirements have been met and that there is sufficient information by which someone could seek a recall," Moriarty said. "People have a right to elect their representatives and they have a right to change their minds."
Gardner voters will now decide whether to keep the two council members in office following a special election on March 2.
